Somebody at the Wash Post is going to get his ass kicked for this headline bordering on politically incorrect. From The Post website:
As Army Declares Success, Swat Refugees Start to Return Despite Niggling Doubts
Pakistani Government Deems Area Safe, but Challenges Remain
By Joshua Partlow, Page A01
MINGORA, Pakistan, July 13 -- The slender young man hung upside down, strung up by his feet from an electric transmission tower just outside the Swat Valley. The police officer who smiled next to him, and the villagers walking past, heeded the message taped to his shirtless corpse.

"niggling - spending to much effort on minor details"
My problem with the headline is that it treats the scene of a dead body hanging from an electrical wire as a "minor detail".
You're right, Grandpa D. I was looking at it because some other media have banned the use of that word.
You can never trust those nigglers. Although some of my best friends are. But I wouldn't want my daughter to marry one.
Perhaps.
But who could ever beat the visual associated with this Trentonian (NJ) headline, huh?
No pun intended, of course, Marty!
